does somebody know, where to find the Release notes for 10SP2 and 11.0?

ReadMe.htm is installed in PcVue directory and available from the Windows menu.
It is very similar to release notes.

Hmmm, not exactly actually.
Readme is usually more general, it's like a "What's new?".
Release Notes are oriented what's new + main anomalies corrected. Moreover, for each update, you should be able to see what correction (spr) have been fixed.
The release notes for V11 have not been done yet. And also for SP2 I think.
This "release notes" issue is in discussion since a while but not really solved today.

Ok, so no chance to get the information, than to ask a change.log from a developer and work it through? And yes, i totally agree with you, that we should have a change-log for every update with fixed SPRs.

Concerning the avaibility of Release Notes, see below the response of their author:
- 10.0 SP1 et SP2 et 11 should be finished within 1 to 2 months
- 11.1 should be ready for the release date (or 1 or 2 weeks after)
- 9.0 SP3 a draft should be available in the same time
- From 11.1 Updates and 12, a draft will be maintained throughout the productions (if they are not too close) otherwise, monthly
