After having a discussion with other colleagues, we did not agree about the server list behavior regarding functionality other than variables. With single active server, all servers load AND execute the event. To make it done for the active server only, variable @SYSTEM.AssociationName.Localhost have to be used or also configured with the list

Are you sure the stand-by and clients are also executing the event?
If yes, it's a major bug and you need making a SPR.
By the way, Shaun is in progress qualifying the event feature therefore he should reproduce that issue.

With a list containing a single active server association, both servers (standby also) execute the event. Of course clients do not execute the event, thanks to the list.
