is there any limitation about PLC Number with ModBus RTU ?

There is a knowledge base article available that refers to version 7.00 and older:

For newer versions I don't know...

The KB102 article deals with the theoritical number in a CimWay configuration.
Regarding Modbus RTU, the number of PLC on a Modbus RTU network is limited to 255. And actually you need electrical repeater to reach this number.
Usually without repeater on the line the max number is 32.
