Thanks for your report.
We had an issue in TouchVue that was introduced due to an update of the ASP.NET MVC extensions which was deployed via Windows Update (update from 3.0.0.0 to 3.0.0.1).
The issue was fixed in May in the update versions for PcVue 11.0 and 11.1 (changesets #13137 and #13138).
Obviously, the modification was not enough and we must also explicitly express in the web.config file to use the 3.0.0.1 version.
As a quick fix please change the version number in the questionable line from "3.0.0.0" to "3.0.0.1".
Could you please create an SPR?

A customer facing this problem today with 11.1.6063, has the fix been done for newer build ?
To be sure it is fixed you must create a Hot case.
Otherwise maybe you can upgrade to 11.2 (except if the issue is also in...)

The notification time can be very long if the smartphone screen is off. Like one minute after alarm appeared.
Regarding the web.config file, I have revived the SPR 61187.
