Big latency when loading sv32.exe

Has anybody experienced a huge latency when launching the sv32.exe or the svCoreSessionHost.exe of PcVue 11.2 on a Windows Server 2012 R2 machine?

The symptom:
It takes between 45 seconds and 60 seconds before the actual Event Viewer window of PcVue appears.
No other components seem to be affected by this problem: not the AIExplorer.exe, not the LicUtil.exe, no other Windows programs...

The problem:
In regard to launching the svCoreSessionHost.exe this causes a huge problem because it cannot be launched as a service, since service control times out before the executable is fully loaded. Launching it manually via the command prompt also includes some latency, but is finally successful.

Do you have any idea what could be the origin of the issue?
Do you have any idea how I could debug or diagnose the issue?

Maybe you could find some clues in the logs displayed by the Monitor Log

did you try the last 11.2 patch?
